"Approximately one in 10 Maryland public school students is arrested at least once by age 18. This study uses administrative data from the Maryland Longitudinal System Center to investigate the relationship between elementary school suspensions and involvement in the juvenile justice system. Controlling for other types of school absences, we estimate the effects of suspensions, reasons for suspensions, and timing of suspensions on the probability of arrest from ages 12 to 18. This work informs theories of the school-to-prison pipeline by investigating the effects of exclusionary discipline beyond missed days of learning."
Jane Arnold Lincove is a professor of public policy at the University of Maryland, Baltimore County and a research affiliate at the Maryland Longitudinal Data System Center. Her work uses administrative data to examine the equity and efficiency of education policies including college and selective high school admissions, market-based school reforms, and schools safety policies.
